Extensions of Water Supply

Prior to making any water supply extensions, we shall undertake to:
Carry out a survey to establish the demand, willingness and the affected population’s ability to pay for the intended services through:

  • Questionnaires
  • Interviews

Consultations with the local authority on issues related to extension of the mains, including land issues Carry out a cost benefit analysis to establish the following:

  • The viability of the mains extension
  • Cost of the mains extension
  • Population density of the area
  • The expected level of new connections
  • Break-even period
  • Pay-back period

Where an extension line is found to be unviable, SIBOWASCO has a social responsibility to provide water at the ruling tariff.
We shall extend water supply to all areas established to have potential demand.
We shall communicate with our customers about the following:
Availability of Water services

  • Location of our contact offices
  • Price of our water services
  • Public health safety and advantages of consuming SIBOWASCO’s water.

Final Inspection and Test

Under normal circumstance, water supply will be closed off to reduce water loss within 30 minutes after a report of leak/burst is received. Within 6 hours of receipt of report on leak/burst, repairs will be completed and the pipes flushed before water supply to customers is resumed.

The site of repairs will be reinstated to the original state before leaving the site.

Metering and Billing

  1. The Company undertakes to provide working and accurate meters to all customers and to read the meters in a regular 30-days cycle.
  2. The Company shall deliver all domestic consumer bills by the 27th day of the month; and commercial and institutional bills by the 3rd day of the month.
  3. The Company undertakes to educate all her customers on meter reading to promote a transparent and accountable business relationship
  4. The Company commits to replace all faulty meters within 48 hours of reporting.
  5. The Company undertakes to enforce applicable fines and penalties on willful damage to meters, bypasses, illegal connections, loss of meters, illegal boreholes and any other malpractices.
  6. In the event of wrong billing, debits/credits will be approved by the Company as per the laid down policies. No complaints will be accepted after the expiry of 3 months from the date of billing.

Water Quality Tested

  • A sample of raw water is taken from the screening chamber to analyse pH, turbidity and ajar test etc.
  • The results are recorded in the water quality analysis form. Another sample is taken from the sedimentation tank for pH value change due to use of aluminium sulphate (coagulant) which is acidic in nature.
  • Another sample is taken from the storage tanks to analyse for turbidity, pH and residual chlorine levels.
  • Other samples for physio-chemical and bacteriological analysis are taken at random within the distribution system.The results are recorded at physio-chemical and bacteriological forms.
  • At a minimum the sampling is done on daily and weekly basis. The company subjects water analysis tests to an accredited independent laboratory for validation on quarterly basis.
  • The laboratory technologists determines the extent and frequency of in-process inspection / testing based on the control methods applied , the weather condition(whether dry or rainy), and previous test results

Post Delivery Testing

  • A layout inspection and functional test is performed to applicable customer engineering specifications and performance standards for each product as specified in the control plans.
  • Unless otherwise specified by the customer, the Quality Manager determines the number of items to be evaluated.Inspection personnel record all results on the layout inspection and functional testing report form;identify the inspected items with numbers corresponding to the number of samples for audit and approval.
  • The Quality Manager performs an audit of the samples and records all findings on the layout inspection and functional testing report. All results are available for customer review.

Water Bowser

SIBOWASCO operates two  water bowsers used for supplying clean water to customers within Siaya/Bondo and its environs upon request and payment of the requisite service charge. 

The water bowser provides mobile water supply solution for sites that do not have the water network or are undeserved.

Customers interested in this service can contact our customer service section at SIBOWASCO Head Office  to confirm availability and schedules of the trucks.

The company operates a water loading point at the head office for customers with their own means of transport.
