WHO WE ARE

SIBO Water and Sanitation Company Limited (SIBOWASCO) was established as a Private limited liability Company limited by shares on 14th June 2006 under the Companies Act No. 17of the year 2015.

On 27th June 2006 the Company was contracted through a Service Provision Agreement (SPA) by Lake Victoria South Water Works Development Agency (LVSWWDA) to provide water and sanitation services to the residents of Siaya and Bondo and the surrounding towns.

SIBOWASCO is fully owned by the County Government of Siaya through a shareholding of 5,000 shares distributed as follows:-

 Governor’s office, 1 Share, County Government of Siaya 4999 Shares.

SIBOWASCO Hosts Governor Orengo for Its Annual General Meeting

 Today, the Siaya Bondo Water and Sanitation Company (SIBOWASCO) held its Annual General Meeting, graced by Governor James Orengo.

The purpose of the AGM was to discuss the company’s FY 2024/2025 reports. In alignment with Agenda 2 of the Governor Orengo’s 9-Point Agenda, which focuses on access to water and water resources, SIBOWASCO has committed to providing reliable water and sanitation services to Siaya residents.

Governor Orengo emphasized that, as a water service provider, SIBOWASCO must prioritize expanding reliable water supply and sanitation services to ensure customer satisfaction.

In his report, SIBOWASCO Managing Director CPA Isaiah Adipo highlighted key projects, including the Olago Revamping Water Supply Project, designed to enhance water distribution, reliability, and quality.

The MD noted that the company has strengthened its partnership with the Nyalore Administration, including through initiatives such as the Abura Solarization Project, officially handed over to contractors on May 16, 2025, and the Yala Turbines Project.

Mr. Adipo further reported that the company’s achievements include capacity-building efforts, such as training on Non-Revenue Water (NRW) mitigation by the Water Service Providers Association (WASPA), Ethics and Anti-Corruption Commission (EACC) training on corruption and integrity, and capacity strengthening for 50 youths from Ugunja, Sega, Ukwala, and Mauna through the M-Water Program.

Additionally, he said that service delivery initiatives by the water service provider included water trucking and exhauster services, alongside innovative projects to enhance reliable water services and customer satisfaction, such as a customer satisfaction survey using GIS and GOSOFT meters.

The Lake Victoria South Water Services Board (LVSWSB) outlined projects to ensure customer satisfaction and reliable water services within the water company and department.

SIBOWASCO’s management and employees collectively affirmed their commitment to addressing water service delivery challenges in alignment with the company’s core mandate, vision, mission, and values.

The meeting was attended by County Secretary Mr. Joseph Ogutu, County Executive Committee Member for Environment, Water, Irrigation, Climate Change, and Natural Resources Prof. Jacqueline Oduol, Chief Officer in charge of Governance, Administration and ICT Hon. Walter Okelo, representatives from the Office of the Auditor General led by Mr. David Mutunga and Mr. Kennedy Ongoi, SIBOWASCO’s Board of Directors led by the Chairman Mr. Stephen Oyucho, Mr. Jeremiah Oteng from the Lake Victoria South Water Services Board (LVSWSB), Members of County Assembly Hon. David Ragen (Central Alego) and Hon. William Kinyanyi (Yala Township), and SIBOWASCO’s Core management team.

A meeting between SIBOWASCO and Gobei School Board of Management

In a productive meeting today, SIBOWASCO Managing Director, CPA Isaiah Adipo, met with the Gobei Mixed Secondary School Board of Management, led by Chairman Engineer Omollo, alongside board members Dr. Joshua Agolla and Mr. Fredrick Odinga. The discussion centered on addressing water consumption at Gobei Mixed Secondary School and promoting sustainable water management practices.

A key outcome of the meeting was a mutual agreement to install a new water meter at the school next week. This initiative will be followed by a three-month monitoring period to accurately track water usage, resolve discrepancies, and ensure compliance with payment obligations. The new meter is expected to provide clarity on consumption patterns, eliminate outstanding bills, and strengthen the partnership between SIBOWASCO and the school.

The meeting also underscored the ongoing collaboration between SIBOWASCO and Gobei Mixed Secondary School, with SIBOWASCO core management team in attendance. This partnership extends beyond water management, as demonstrated by SIBOWASCO’s recent partnership engagement during Kenya Secondary Schools Heads Association(KESSHA) 2025 conference in Eldoret.

This support highlights SIBOWASCO’s commitment to community development and youth empowerment through education and extracurricular activities. SIBOWASCO remains dedicated to fostering sustainable partnerships with local institutions like Gobei Mixed Secondary School. By addressing water consumption challenges and supporting community-driven initiatives, SIBOWASCO continues to provide reliable water and sanitation services to the residents of Siaya County.
